Kamwenge Seed School Project Hits Shs 7 Billion Milestone Under UGIFT Program

In a massive boost to rural education in Western Uganda, the government has reached a Shs 7 billion funding milestone for the construction and equipping of Seed Secondary Schools in Kamwenge District. The project is funded under the Uganda Inter-Governmental Fiscal Transfers (UGIFT) program, a joint initiative between the Government of Uganda and the World Bank.

For years, students in rural sub-counties of Kamwenge had to walk upwards of 10 to 15 kilometers to access the nearest secondary school. This long-distance commute was cited as a primary driver of high dropout rates, teenage pregnancies, and early marriages, particularly among young girls. The new Seed Schools will provide standard classrooms, administrative blocks, multipurpose science laboratories, ICT libraries, and staff quarters.

Local leaders, led by the District LC5 Chairman, have praised the Ministry of Education and Sports for fast-tracking the procurement processes. “Bringing a fully-equipped secondary school to the sub-county level changes the economic trajectory of our communities,” the chairman noted during a site inspection. “It means children of peasant farmers can access the same quality of science education as those in urban Kampala.

Contractors have been given strict deadlines to complete the civil works before the end of the academic year. District authorities have urged residents to take ownership of the facilities and ensure their children utilize them. With standard laboratories and computerized libraries on the way, the Kamwenge Seed School project represents a tangible step toward decentralizing quality education in Uganda.
