NCHE Opens 7th Annual Higher Education Conference in Gulu: A Call for Innovation

The National Council for Higher Education (NCHE) officially inaugurated the 7th Annual Higher Education Conference today at the Acholi Inn, marking a pivotal moment for academic discourse in Northern Uganda. The two-day event, themed “Harnessing Innovations in Higher Education for Accelerated Economic Transformation,” has brought together over 250 vice-chancellors, policymakers, and researchers to re-evaluate the role of universities in Uganda’s development.

The conference was opened by the Chief Guest, Hon. Norbert Mao, Minister of Justice and Constitutional Affairs, who delivered a stirring keynote address. Minister Mao challenged academic institutions to shed their “ivory tower” reputations and become practical laboratories for solving local community problems. “The era of research for the sake of promotion must end,” Mao stated. “Our universities must be the engines that drive the $500 billion GDP goal by turning intellectual property into commercial products.”

Prof. Mary Okwakol, the Executive Director of NCHE, emphasized that the regulatory body is shifting its focus toward “innovation-led accreditation.” She noted that the NCHE would soon require universities to demonstrate how their curricula directly contribute to the National Development Plan IV (NDP IV). The conference also serves as a precursor to the 16th Higher Education Exhibition, scheduled to take place later this week at the Gulu University Sports Ground.

The choice of Gulu as a host city is symbolic of the government’s commitment to regional equity in education. As the conference progresses, discussions are expected to center on the integration of Artificial Intelligence in classrooms and the “One Laptop Per Child” proposal, which has gained significant traction among educationists this month. Stakeholders remain hopeful that the “Gulu Declaration,” expected at the end of the summit, will provide a clear roadmap for the commercialization of university research.
